Google Ads data strength: what does your lead gen account need?

To raise your data strength in Google Ads, your account needs one field. That is an email or mobile number captured when the lead signs up, followed by an upload of what that lead turned into. Google announced new tools to measure this strength on 10 September 2026. It discussed them for lead generation on the 18th. All of them start from that one field.
What did Google announce about data strength for lead generation?
Google announced a set of tools that measure what you gain from your first-party data and make it easier to connect. First-party data is the information your customers give you directly. The main tool is a new Google Ads metric called Data Strength Uplift. It calculates the additional conversions your data setup recovered. Alongside it come Data Manager inside Google Analytics and DV360, a unified API for uploading data, and automated diagnostics. These diagnostics flag data problems before they affect performance.
Google followed the announcement with a podcast episode on 18 September 2026. It was recorded at the Rethink ROI conference in New York and dedicated to lead generation. It named two new items. The first is a lead intent scoring trial that ranks leads by how likely they are to buy. The second is journey-aware bidding, which learns from the customer's full journey up to purchase, not from the sign-up alone.
Google says journey-aware bidding is in a pilot phase. Search campaigns running on a set target cost per conversion will also learn from conversion goals that did not count toward what they paid before. Google backed the announcement with four numbers. The first is a 26% increase in incremental return for advertisers who connect offline and app data through Data Manager. The second is 11% more Search conversions with enhanced conversions, compared with a standard upload. The third is 14% more conversions for advertisers who build data strength through the Google tag gateway. The fourth is more than 20% for Demand Gen campaigns.
What is different for a Saudi account?
The difference is that the whole chain starts with a form on your website. Google requires data the customer provides directly, an email or mobile number, inside a form on your page. If your ad sends people to WhatsApp or to a direct call, there is no form and no field. So there is no key to match the sale weeks later.
A second condition is heavier. Google's checklist asks you to upload all conversions for a given event, not only those Google attributed to its own ads. Your full sales sheet goes back to Google, covering leads from ads and leads from everywhere else. That is work inside your CRM, your customer management system, not in the ads dashboard.
A third condition is technical. Google requires you to accept the customer data terms in the account and to turn on auto-tagging. You must also hash email and phone numbers with the SHA-256 algorithm before sending them. Hashing converts each value into a code that cannot be read back. The phone number must follow the international E.164 format as well. So the first step is not an advertising task. It needs someone who can work on your website tags.
One difference remains that you cannot change. Lead intent scoring is still a trial that Google announced but has not opened to everyone. Journey-aware bidding is still a pilot, and in Search campaigns only. What you can start today is the first layer alone: capture the field, then upload what it led to.
When does this not work?
It does not work if you read Google's four numbers as a promise for your account. Each one carries a footnote that limits it. Reading the footnote changes what the number means. A figure that looks like a sales lift may be a comparison of two half-years, or a two-week measurement.
Google's footnote attributes the 26% to Search campaigns bidding on conversion value. Those are accounts that know the riyal value of each transaction. A lead generation account runs on cost per conversion, not on conversion value. So the number was never measured on its case.
The footnote dates the 11% to 1 to 14 January 2026, which is two weeks. The figure of more than 20% for Demand Gen was measured from 3 to 17 June 2026, also two weeks. The footnote on the 14% compares July to December 2024 with January to June 2025. That is a comparison of two half-years, not a controlled experiment.
A third limit is in the metric itself. Data Strength Uplift counts the conversions your measurement recovered, not the conversions your ads added. A rise means that what used to drop out of the count is now counted. What reaches your bank account may not change at all. I covered what the dashboard says about cost per sale in an earlier piece on Google's targets and limited budgets.
A fourth limit is operational. Google recommends uploading conversions daily for best performance. Uploading your sheet once a month gives Google a late signal. A long sales cycle then adds its own delay on top.
The test I run
With a clinic account that receives its leads on WhatsApp, I do not remove the WhatsApp button or replace it. I add a booking page with a field for the mobile number. I make it the second destination for the same ad. I run both routes for a full month, with the same budget split between them.
Then I turn on enhanced conversions for leads. This means the page sends the mobile number to Google in hashed form. After that I upload the full bookings sheet, covering those who booked and those who did not. I upload it weekly, not monthly, because a late sheet arrives after the money is spent.
After the month, I compare what a booking cost me on each route. An account that keeps all its leads behind a WhatsApp button uploads nothing to Google. Google keeps bidding on clicks without knowing which ones ended in a booking. The next month then starts with the same budget and the same question.
Frequently asked questions
Do enhanced conversions for leads work with WhatsApp leads?
Not directly. Google requires data the customer provides directly, an email or mobile number, inside a form on your website. A WhatsApp button click does not pass through a form. There is no field to hash and no key to match the sale later. The way out is a page that captures the number before the chat opens.
What does Data Strength Uplift measure?
According to Google's announcement, it calculates the additional conversions your first-party data setup recovered. It is a measurement recovery metric, not a sales metric. A rise means conversions that used to be lost from the count are now counted. It does not mean your orders grew that month.
Is journey-aware bidding available to my campaigns today?
Google says it is in a pilot phase. It is aimed at Search campaigns running on a set target cost per conversion, so they learn from the customer's full journey, not from the sign-up alone. Details of the accounts I manage are on the work page.
